Cyprus water boards (now EOAs): getting water in your name, district by district

Law 37(I)/2022 abolished the old boards (Art. 101). Their staff, pipes and debts passed to the new bodies (Arts 26 and 82). Larnaca's merger notice puts it plainly: since 1 July 2024 water, sewerage and building licensing sit with "a new single local entity", and household waste follows in 2027 (Green Points excepted). The old board websites no longer load, apart from lwb.org.cy, which redirects to Larnaca's EOA.

Communities keep their water powers for at least five years (Art. 101(3)), so each body lists the places it supplies: Limassol, Nicosia, Paphos, Famagusta.

If your village isn't listed, the water bill comes from the community council, though sewerage can still come from the EOA (as in Chloraka). I'd check the list before assuming anything.

The usage fee per m³ is €0.64 in Limassol, €0.55 in Nicosia, €0.50 in Larnaca (Kokkinochoria €0.35), €0.50 in Paphos and €0.34 in the free area of Famagusta.

The annual sewerage levy is usually billed to the owner, but Law 37(I)/2022, Art. 33(1)(β) lets an EOA charge "owners or occupiers". In practice Limassol bills the owner registered on 1 January, Larnaca and Paphos mail it to owners, and Nicosia uses "owners or holders". So read your lease: some landlords pass the levy on.

Larnaca's billing is sometimes assumed to be one combined "water and sewerage" account, but it isn't. The levy is a separate annual bill under KΔΠ 307/2026.

The 2026 sewerage levy is due on 31 October in Limassol and Nicosia and on 30 November in Larnaca, not "each July" as older guides say.

The €50 owner / €250 tenant figure search results quote for "Cyprus" is Limassol's. And no water deposit depends on your passport. That's the opposite of electricity, where EAC charges a tenant €200 or €350 depending on EU citizenship.

In Nicosia and Larnaca the landlord stays jointly liable for arrears above the deposit. Nicosia also keeps any surplus of a forfeited deposit rather than handing it to the landlord.

   Check who supplies the address. Use the EOA's areas list, because some villages still get water from their community council.

   Photograph the meter the day you get the keys. Get the serial number and the reading in one shot. I'd do this before unpacking a single box.

   Gather documents. Passport or ARC, your lease or title deed or sale contract, and the meter photo.

   Apply. Online in Limassol, Larnaca and the free area of Famagusta; in person in Nicosia (or through its contact form) and Paphos.

   Pay the deposit and any transfer fee. The amounts for each district are in the tables on this page.

   Keep the receipt. Hold on to it until the first bill arrives in your name.

Bought? Limassol, Nicosia and Larnaca accept a sale contract before title deeds are issued. In Nicosia only the owner or tenant can hold the account, and the previous occupant's last bill must be paid (politis reports the same rules).

No EOA publishes a processing time, so treat any "two to five days" promise with suspicion. And a water bill in your name counts as proof of address for the Yellow Slip (MEU1), which alone makes the transfer worth doing.

Bring the building permit, a stamped topographical plan with the meter position marked, the title deed and the owner's ID. Nicosia wants a title deed issued within the last two years (new meter page); Famagusta, within the last year.

1,000 litres is one cubic metre (m³), priced at €0.90 in Limassol's first block and €1.00 in Nicosia's. Limassol's top block is €5.00, which is why a leak hurts.

The examples below are my arithmetic from the published tariffs, for 20 m³ a month, which matches NDLGO's stated average of 40 m³ per two months.

Paphos has no published tariff, so I can't do the sum there, and I'd be wary of anyone who quotes you one.

Famagusta has nine tariffs because old regulations stay in force until replaced (Art. 101(2)(β)).

Pay through JCCsmart, the EOA's portal, post offices or kiosks. Late payment adds 10%, and Larnaca warns the supply can be cut without further notice. Limassol has a large-family tariff (four or more children, POP card); Larnaca and most Famagusta areas have vulnerable-consumer tariffs for citizens and legal residents. What each €100,000 of general valuation costs in 2026 (my arithmetic from the Gazette rates):

Nicosia's levy fell from 0.63‰ in 2025 (KΔΠ 5/2025) to 0.58‰ in 2026; add the 0.05‰ stormwater levy and you get the €63 above. NDLGO's own web page still shows the 2025 rate. I'd go by the Gazette notice.

Why pay before you're connected? Article 33 applies the levy to property the network serves "or can serve". Once a sewer runs within 50 metres and a connection notice is published, the owner must connect within the notice period, six months in the EOA notices (Art. 36).

Arrears bite hardest when the owner sells. The Land Registry transfer needs water and sewerage clearance certificates. Nicosia's are free and valid for two months. Since 4 December 2025 Famagusta also suspends building-licence applications from owners in arrears.

Smart meters are free and mandatory. The English fees page still shows the old 27 February 2026 due date; the Greek edition says 31 October.

Leak re-billing uses the six previous bimonthly periods, not "quarters" as the English page says.

Skip the "Calculate your bill" tool: it still uses the 2023 fixed charge (€15.75, not the current €17.85). A deposit paid to a municipality before July 2024 wasn't transferred, so claim it there.

July to September 2024 bills went out in February 2025, so I'd set money aside rather than wait for the envelope. Where the table says "not published", ask at the counter.

The usage fee is €0.34/m³, and stormwater is 0.08‰ from 2025. The deposit (€125 tenant) and transfer fee (€4.76) come from the EOA's 2024 English page, which cites Nicosia's regulations. I'd confirm both at the Paralimni office before paying. The levy rate and billing cycle are not published by the EOA. Faults: 23 811200. Office: 1is Apriliou 245, Paralimni, Mon to Fri 08:00 to 13:30. Xylofagou, Ormideia and Xylotymbou get only sewerage from EOAA.

By my arithmetic, 150 m³ in one Limassol period costs €477.36 with the usage fee, against €172.16 for 80 m³, because the last 30 m³ cost €5.00 each. I'd read the meter monthly: it's the cheapest leak alarm you have.

For planned cuts, check the faults page of your EOA: Limassol or Nicosia, for example.

• Photograph the final reading on the day you hand back the keys.
• Apply to close the account, or transfer it to the next tenant or the owner.
• Send your IBAN certificate.
• Pay any final bill not covered by the deposit.

• Limassol: balance refunded within two weeks.
• Larnaca: written request within one year, or the deposit is forfeited.
• Nicosia: in person with your IBAN after the final bill is paid; no timescale.
• Paphos: form Υ9 plus IBAN (forms); no timescale.
• Free area of Famagusta: after the final bill; no timescale published.
