An EU, EEA or Swiss citizen staying longer than three months files form MEU1B within four months of entering Cyprus and pays €20 per person. Everyone brings the completed form, the Declaration of Mailing Address, a valid passport or ID card, and proof of address: a title deed, or a rental agreement stamped by the Commissioner of Stamp Duty with the signatures certified, plus rent receipts and an original electricity or water bill in your name. How much is the Yellow Slip and when do you have to apply?

Every figure below is published by the Migration Department on its MEU1 page, in both the English and the Greek edition, and set out in Law 7(I)/2007 on the free movement of Union citizens.

Which documents does everyone need for the Yellow Slip?

These lines appear on every one of the six official document lists, so they apply whatever your reason for living here. Bring originals and a copy of each; the officer keeps the copies and hands back the originals where the list says so.

Which extra documents do you need for your ground?

The Migration Department publishes six document lists, one per ground of residence. Find the block that describes you and add its lines to the core set. An EU citizen who is simply the spouse or partner of another EU citizen already registered here needs nothing beyond the core set and the marriage certificate.

Working in Cyprus

Employed, self-employed, or previously worked here and now looking for work

Part III of MEU1B signed and stamped by the employer, plus a salary certificate where applicable (Original; Employees)
Social Insurance registration certificate and a detailed contributions statement showing the last employer and salary (Original; Self-employed: contributions paid for the last four months)
Form A1 and health insurance for inpatient, outpatient and repatriation of remains (Plan A) (Original; Only if you pay social insurance in another EU country)

"Plan A" is the Migration Department's name for private health insurance covering inpatient and outpatient care and repatriation of remains. No government text sets a minimum sum insured or a minimum income; figures such as €30,000 cover or €4,613 a year come from private websites, not from the law.

Which forms does the Migration Department publish for MEU1?

The certificate is called MEU1; the application form you fill in is MEU1B. Download them from the Migration Department's forms page, never from a third-party site, because the file name carries the version date.

Do foreign documents need an apostille and a translation?

Language: every document must be in Greek or English, or come with an official translation by a sworn translator, a consular authority or a government department of the issuing country.
Apostille: public documents from a Hague Convention country carry an apostille. Countries outside the Convention need the diplomatic certification chain through the foreign ministry and a Cyprus mission.
EU documents: birth, marriage, divorce and similar civil-status documents issued by another EU country are exempt from the apostille under Regulation (EU) 2016/1191. Ask the issuing office for the multilingual standard form and you usually need no translation either.
Copies: where the list asks for a copy of a foreign document, the copy is certified in the same way as the original.

Where do you submit the Yellow Slip application?

Where you live decides the office. Nicosia district residents go to the Migration Department's central offices, where MEU1 submissions are served first come, first served without an appointment. Everyone else goes to the Aliens and Immigration Unit of their own district and arranges the visit with that unit.

What if a family member is not an EU citizen?

Then this is the wrong list for them. The MEU1 is only for EU, EEA and Swiss citizens and their family members who are EU citizens too. A non-EU spouse, child or parent of an EU citizen applies for a residence card on form MEU2B, with its own document schedule, a five-year card and a longer examination. The MEU2 guide for non-EU family members has that list.

On that route health insurance is a genuine requirement unless the family member is registered with GeSY, so the residence-permit medical insurance guide is the next page to read. A Cypriot's non-EU spouse is on a different route again, under the Aliens and Immigration Law, not MEU2.

What gets a Yellow Slip file sent back?

The counter officer certifies on the form that every field is complete and every document duly certified before accepting it, and the one-month clock starts only then. In my practice the files that come back are rarely missing a whole document; they are missing a stamp, a signature or a translation on one.

A rental agreement without the stamp-duty stamp or without certified signatures of landlord and tenant.
A utility bill in someone else's name, or at a different address from the one on the form.
Part III not stamped by the employer. A signature alone is not enough.
Foreign certificates without an apostille or a sworn translation, unless they are EU documents with the multilingual form.
Health insurance that does not name repatriation of remains, on the grounds where Plan A is asked for.
Counting the four months from the appointment date instead of from the day you entered Cyprus.
An expired passport or ID card. It must be valid on the day you submit, for you and for every family member.

Questions people ask about the Yellow Slip documents

What documents do I need for the Yellow Slip in Cyprus?

Everyone brings form MEU1B, the Declaration of Mailing Address, a valid passport or national ID card with a copy, proof of address (a title deed, or a rental agreement stamped by the Commissioner of Stamp Duty with certified signatures, rent receipts and an original electricity or water bill in your name) and the €20 fee. Married applicants add the marriage certificate, parents the children's birth certificates. Then add the extras for your ground: employer's Part III and Social Insurance statement for workers, enrolment and bank statement for students, income evidence and health insurance for people living on their own means.

Do I need passport photos for the Yellow Slip?

No. The Migration Department takes the photo at the counter when you submit, after you show the fee receipt and a valid travel document, so you must attend in person. Older guides that list two 35 by 40 mm photos describe a procedure that no longer applies.

What is form MEU1B?

MEU1B is the application form for the MEU1 Registration Certificate, the Yellow Slip. The current file on the Migration Department's forms page is MEU1B_20260309.docx, dated 9 March 2026, a bilingual Greek and English Word form in six parts. Download it from gov.cy so you have the latest version.

How much does the Yellow Slip cost?

€20 per person, paid when you submit. Every family member who is also an EU citizen files a separate application and pays a separate €20. Translations, apostilles and health insurance, where you need them, are extra and not government fees.

What happens if I apply for the Yellow Slip after four months?

Failing to register within four months of entering Cyprus is an offence punishable by a fine of up to €2,500 under Law 7(I)/2007. The application is still accepted, and your right of residence as an EU citizen does not depend on holding the certificate. Apply as soon as you can.

Does a non-EU spouse use the same checklist?

No. A non-EU family member of an EU citizen applies for a residence card on form MEU2B, with a different document list. The MEU1 checklist covers only EU, EEA and Swiss citizens and their family members who are EU citizens too.

Do I need an appointment for the Yellow Slip?

In Nicosia district, no: the Migration Department's central offices take MEU1 submissions first come, first served, Monday to Friday 08:00 to 14:30 with last entry at 14:00. In Limassol, Larnaca, Paphos and Famagusta you submit at the district Aliens and Immigration Unit and arrange the visit with that unit directly.

Does the Yellow Slip expire?

No. Registration certificates have no expiry date and there is nothing to renew. After five years of continuous legal residence you can apply for the MEU3 permanent residence certificate.
